CentOS7コンテナにおけるロケールとタイムゾーン設定
------------------------------------------------------------------------------

CentOS7をベースとしたコンテナではロケールとタイムゾーンがデフォルトでen.US.UTF-8、UTCとなっているので、
ロケールをjp_JP.UTF-8に、タイムゾーンをJSTに設定する。
